Hever Latona, 42, a Peruvian National living in Elmsford, was killed Wednesday night after he was struck by a car as he tried to run across the Saw Mill River Parkway at Lawrence Street in Dobbs Ferry. According to Westchester County Police, witnesses saw Latona run "across the parkway from west to east against the light," making it across the southbound lanes but then being struck by a 2013 Toyota RAV4 which was traveling northbound.
