Best new restaurants of 2013

Here are a few of our favorite openings of 2013. The Parlor, Dobbs Ferry: David DiBari, the chef-owner of The Cookery in Dobbs Ferry, opened The Parlor, a restaurant serving wood-fired pizza cooked in the same brand of oven that sits on the back of his traveling DoughNation truck.
